It uses Web Intelligence exporting to an excel file. Essentially the publishing plugin and batch utility takes the excel file generated from the WebI and replaces the one that is in the SWF file. The license is only consumed when BusinessObjects runs the publication. Once it is sent out the end users can view the dashboard as many times as they want and they will not hit a license because the data is not live. With this way of publishing you do not have a swf with database connections. I always understood that with database refresh capabilities built-in you need to have viewer licenses for each person wanted to look at your dashboard. With your publishing method, there is no database refresh technically, all you need is the the BO environment and the plugin. Therefor a company with a few licenses can distribute dashboards to a lot of non-licensed viewers.
